Outlook Smart Filer works in a Citrix / Terminal Services environment. However it does need to be installed in a different way and needs certain registry settings to be created.

First the Microsoft "prerequisite" software needs to be installed - namely:

 .Net Framework 3.5.
 Visual Studio Tools for Office Second Edition (VSTO SE)

There are two ways to do this - you can download direct from Microsoft (see Technical Data for links) or follow steps 1 and 2 (but NOT 3) on Manual Installation in the Install Help page. Make sure in each case you pick the Office 2003 section!

Once the prerequisite software is installed, download the 2003 Multi User Zip file (see hyperlink in left hand panel).

Unzip the Multi User package into a folder and run the SETUP.EXE. This will check that the required prerequisites are installed and install the software.

By default when the Multi User software is installed it works for ALL users that use the machine. You can restrict it to only certain users by adjusting certain registry settings. Please see the "Multi User" pdf paper (hyperlink in left hand panel).
